O Conselho Regional de Enfermagem do Mercosul (CREM) é um órgão supragovernamental criado em 1994, pelas entidades de enfermagem oficiais dos quatro países (Brasil, Uruguai, Argentina e Paraguai), com o objetivo de assessorar e de normatizar o exercício profissional da Enfermagem nos países do Mercosul.
O CREM nasceu da necessidade de se analisar a situação da enfermagem na região quanto ao perfil profissional, formação, legislação e discutir experiências de integração existentes nas fronteiras e tem como propósito contribuir para o fortalecimento da identidade regional entre profissionais de Enfermagem do Mercosul.
Atualmente o CREM é compostos pelas entidades membros: Conselho Federal de Enfermagem do Brasil (Cofen); Federación Argentina de Enfermería (FAE); Asociación Paraguaya de Enfermería (APE) e Colegio de Enfermeras del Uruguay (CEDU).
Embora o CREM não esteja incluído oficialmente na estrutura do Mercosul, existe atualmente como organismo internacional de caráter civil e tem contribuído principalmente para o SGT 11/Mercosul, nas questões específicas da enfermagem regional. O CREM busca a participação como integrante oficial nas instâncias do Mercosul e persegue o conhecimento da dinâmica da enfermagem no Cone Sul, tentando estabelecer as diferenças e semelhanças dos recursos humanos disponíveis nos países, da formação de enfermagem nos diversos níveis, da regulação e controle do exercício profissional e do ensino de pós-graduação.
O CREM tem como missão:
- Contribuir para o fortalecimento de um espaço político de intercâmbio profissional, educativo e de investigação em enfermagem na região;
- Conformar um organismo de referência frente a outros, nacionais e internacionais de diferente natureza onde se requeira representar a enfermagem dos países do MERCOSUL;
- Contribuir com a difusão das línguas espanhola e portuguesa, assim como do aperfeiçoamento dos métodos e técnicas de seu ensino, mediante a inclusão da educação bilíngue para preservar a identidade dos povos da América Latina;
- Promover e realizar programas de cooperação horizontal entre os Estados Membros e destes com os Estados e instituições de outras regiões, assegurando tecnicamente o livre trânsito profissional de enfermagem
